Personally, if I had a lease, the "high fees" would relate to a buy-out. I could either keep them liable for the lease, or for a "fee" they could buy out of that liability immediately.
How are you violating quiet enjoyment? If the gun club is maintaining business during the hours allowed by the local municipality, then there is nothing you can do about it. The local municipality set those standard rules to assist with enforcing quiet enjoyment and have apparently determined that it is acceptable for those noises to go on until 10pm. If there is an issue in your neighborhood then all the property owners should take it to the town.
The gun club just opened last week? I thought you said it had been there for a long time and most neighbors are used to it? If it just opened for the season, that still doesn't release the prospect from doing their due diligence in researching the neighborhood they chose to rent in.
You are not at fault for anything, they have no case.
