First, don't write 0 as the balance due. Go ahead and list the outstanding dollar amount even if you will not likely collect it. This protects you in case the tenant decides to sue for the deposit because you can then bring a counter suit for the balance owed.

Next, replace 'you' with 'tenant' and 'I' with 'Landlord' where possible because copies of this letter may be used in court and it will be clearer to the judge.

Excellent points -- I have made all suggested corrections. Thanks for the input, and I do believe this one will go to court.
