No such thing as Law making landlords replace carpets every five years.
Normal life expectancy is 10. Also damage done by pets are indeed a tenants responsibility......normal wear and tear does not include stains from animals using carpets as a bathroom.....landlords can not go after tenants who have lived in a place for several years for full cost of replacement. If you've lived there for seven years and life expectancy of paint is 7 - you pay 0. If carpet is 10( assuming it was brand new) you pay 3 years of depreciation only....
