Seriously...if it was fixed and keeps breaking you need to have it looked at and fixed properly. Dont dare try to pin this on the tenant or charge them for it. Normal wear and tear, especially given the fact that it has a history of breaking.

Maybe have the handyman re- look at his workmanship to see why this would have happened already being its only been a year since replacement.
