Options for the landlord??
Landlord should know the law.
Landlord needs to educate him/herself about the law. There are books about land lording specific to California.

Fire the realtor/property manager, as they obviously don't know the law.

If the landlord has photos of before and after, that might help in court, but the BIG DEAL is that the LL did not do a pre-move out inspection, so the point of having photos may be moot.
