I've not seen a limit on the amount of time that can pass before the final charges can be sent, but it is better if the explanation for the delay is reasonable.

Your comment that it took you a while to get the money together for repairs is sort-of-reasonable. 8 months to repair a unit is a bit much, but at least you can explain it (to the judge if necessary).

I would not let any more time pass before sending the notification.
