I had a good applicant, paid for credit check, everything else checked out well. I told him he could have the place and we set up a time to meet and sign the lease but he never showed nor answered my texts or calls. I waited an hour. What would you do?

Give him a day or two trying to contact him. Maybe he in the hospital or something. If you hear nothing move on to the next person.

Keep searching, all you can do. No shows are not uncommon.

I agree with those who say to wait a couple days while trying to recontact them. You already spent time and money on screening them. A little effort to reel them in over going back to screening others seems like the thing to do.

However, this also ties into the idea of NOT telling any other potential tenants that the unit is rented until it is actually signed and rented. You just might need to call some of these others and you don't want it to sound like they were second/third choice.

The information that's missing here is whether this person paid a holding fee.

If they already paid money to hold the place until lease signing, then disappeared, that's a bit weird. Something bad could have happened to them. Make an effort to find out what happened.

If they didn't put money down any I wouldn't spend another minute on them.

The issue you now have is that you 'Offered' the rental to the applicant without any conditions as to whether or not if the applicant had a time frame in which to conclude the offer. (sign the lease)

If you did not provide that the applicant must sign the lease within so many days, then the landlord reserves the right to withdraw the offer, you may have a problem. Unless you have such conditions, the applicant can come back and demand that the rental be available to him. What if you have rented it to someone else meanwhile?

So the questions is? Do you have any documentation that an applicant must sign the lease within so many days after its offered and if not signed, the offer can be rescinded?
If you do not, then you have a verbal offer that can be enforced by the applicant, and that may need to be dealt with.
