Yes, a swamp cooler is the same thing as an evaporative cooler. Definitely not the same thing as a dehumidifier (a swamp cooler will add moisture to the inside).

Since the cooler wasn't installed in the window at the time of rental, I don't see any reason why OP should replace the water pump. As long as the a/c unit adequately cools the entire rental, he's fine. The tenant's power bills are the tenant's concern, not the LL's. If she wants a swamp cooler, she can buy her own and install it (they aren't permanent).
