Helen,
Find out what grass height code enforcement in your town gives a violation for (here I think it's 15 inches or higher) and put something in your lease about what happens if they let it get that high.
In the lease spell out exactly what happens if they fail to mow and that they will be charged for a lawn service you yourself select to mow. I've had a tenant hire someone they chose themselves for this and that person did a bad job.
Spell out that if you have to hire a service you won't be responsible if tenant parks cars, etc. on the lawn or the strip and the service can't mow that day.
You may want to qualify new tenants a slightly higher income so that if you end up having to bill them for lawn service there's a better chance they can afford it.

That's crazy! Why would you allow the grass to get 15 inches tall before taking action? Just another mindless ranting.

WHAT! That would mean the tenant would only have to cut the grass once, maybe twice during the growing season! So mindless...

Not everyone lives in a state that has constant droughts, or has the same type of grass.
