It seems to me you could build something into your lease about posting the c/q notice for overgrown lawn and billing the tenant if they don't get the problem fixed in the c/q time frame. But the timing of the way OP did things isn't helping in this case.

The larger problem here is who is managing this property if the owner lives across the country. It sounds like there is no PM and no one is stopping by to see what is going on there. Not a good situation.
