I think wear and tear is going to be an issue even with just 9 people in there.

You would almost have to go in there and do a head count nightly to keep tabs on how many are there. If they are being picked up in a van I assume they don't have cars, so you can't look for unauthorized cars.

Your best bet is to communicate with the restaurant owner that you don't want these extras living there. Although...it sounds like you don't know the names of the people living in there. At 11 people in a 5 bedroom they are still technically within the HUD guidelines. I don't know whether legally you can limit them to 9 occupants if you don't have nine named individuals on the lease.

Check your local town/county laws to make sure there is not a max number of people allowed for this type of unit. You don't want the code people after you.
