With "a ton" of complaints from the existing tenants, I would not actually care if it is Mom or daughter...I would just give them notice to move.

Stress and strife in this environment, I would side with existing tenants and just get a new tenant in there. Don't need the month over month hassle.

Agree. I think the other posters are making this way too complicated.

I had a very similar situation about a year and a half ago. Unknown people (roommates) were moved into the unit, and other things going on. I tried to "work with them" and ignore it but it slowly got worse.

Finally I just gave them notice that their M2M tenancy was terminated. And guess what. There was no discrimination or "retaliation" lawsuit! They just moved out! Imagine that. And I was able to put in improvements and get over $100 higher rent a month with new, more qualified tenants.
