To answer your question, the LL carries fire insurance protection, with a deductible. The LL's ins. will pay to repair the fire damage (less the LLs deductible) regardless of who is at fault. If the tenant was at fault, both the Ins. comp. and the LL can sue the T for any out-of-pocket costs to repair the damage. If the T had renters ins., the LL and his ins. comp. can sue the renters ins. comp. But if there is no renters ins., and the renter has no significant assets to go after, both the LL and his ins. comp will be out of luck in collecting any money towards their monetary loss.
