Not to be rude but it sounds like you might be OCD or have some other mental condition. There is a chance that maybe one tenant has some kind of problem and is going nuts with the air fresheners but then you state that the tenant under her also has too many air fresheners. It seems to me then that it is far more likely that it is you who is more the problem rather than two tenants with the same issue living right next to one another.

It sounds to me as if you might be highly prone to prying into your tenant's personal living arrangements and that you might be prone to micro-managing them. If so this is a mistake as more than likely a court would see this as a violation of the tenant's quiet enjoyment and possible harassment. If this is what is going on and you find it hard to keep yourself in check I would encourage you to either hire a property manager or at the very least discuss this with a mental health professional.
