I've had a similar issue with a tenant and a dispute with the neighbor's tenant. My advice to my tenant was to stop engaging with the neighbor and keep calling the police to register complaints. A landlord cannot control the neighbors. If I lived in the house, my recourse would be to keep calling the police, too. It's no different (unless the landlord actually owns the other property and might actually be able to influence the neighbor's behavior--which is not the case here).
