Ok...the up shot of this is focused on the times when a landlord files for an eviction...but never a gets an eviction.

Today, the court record is created on the day Actually file the papers with the court. Once I file..that record is publicly available ... Even if I don't get an eviction order later at the hearing.

This bill in California would keep the record of the filing out of the public records until the landlord wins an eviction at the hearing.

I agree...this is anti landlord. Because, I want to know if this applicant has caused this sort of trouble for a landlord. If some other landlord had to go file...odds Are good I will too if I rent to this person. Keeping that info from me hurts my bottom line.
