G, I have to disagree with you on this one. Based on the information provided by the original poster, it is poor advice.
California law has specific requirements about security deposits and providing receipts, invoices, and estimates. If this goes to court, the only way the landlord will win is if the tenant decides to settle in some way due to feeling guilty or the judge decides to ignore the law. That will not result in a 50/50 possibility of winning...more like 1/99.
It would have been better to suggest that he learn more about his state statutes or have him contact legel help.
