I need to get some things left in backyard by a repair person. Do I have to give notice? She would say no because after never going there for almost 3 years she has become angry and insulting because I insisted making the repairs mandated by HUD. I don't want to talk with her. The last thing she aid is I "needed a dose of my own medicine" and that she rather loose her funding (and my rent) because she doesn't like me. Can I just go there and pick up the door?

not without proper notice. why not have the repair person pick up the things?

Sorry...reading what you wrote...it is like you jumped right in at the middle and didn't realize that you didn't give anyone here the context

Are you the landlord? Why would your contracted think it is a good idea to leave anything just out in the yard?

Are you the tenant? Same question as above...but also...why are you doing repairs? Generally tenants are forbidden to do repairs.

Help us out here.... Start from the beginning

If the work was done very recently, I would say that no notice would be needed. You could easily assert that the second visit is part of the original repair.

If it has been more than a week (and since the tennant is sensitive), I would post a notice that you will be on the property on X date and time to complete clean up from the repair.

give 48hrs. notice or whatever your state requires per your least and get the materials.
