Is the upstairs apartment mostly carpeted, or do you have hardwood floors there? Do both tenants get along with each other? Do they even know each other? Sometimes upper/lower Ts never cross each others path, even though they are in the same building. It just depends on the layout of the building. You might try writing a letter to both Ts, telling both that they need to be considerate of each other. Who knows------maybe the upper T can sometimes hear noises coming from the lower apartment, too.
