Most leases state that locks cannot be changed without written authorization from L. And L has a set of keys.

What is in your lease? If it states you get a key to locks. Then put up that notice requiring a copy of the keys to the door(s). Give them 48 hours to comply. If they don't supply a key drill the locks and replace with new ones.
Sounds like you maybe heading for a court eviction in the near future if the T is being difficult with you just doing a home inspection.
