94 units is large apartment complex. Whether the law requires it or not, 24-hour service for *actual* emergencies is not only in your tenant's best interest, but yours. You want them to notify you of any problems that can cause serious damage to your property (plumbing problems, electrical problems). Be clear in your lease regarding what will be considered an emergency and what will not.

It is never in a landlord's best interest to discourage their tenants from promptly reporting serious problems.
