Call the Gas Company and schedule the installation.
ANY tenant who is behind 3 days should get a 3-Day or Quit notice. On the 4th day, file Unlawful Detainer papers at the court and have them served. Name EVERYONE you know who lives there plus John and Jane Does 1-99.
If this is your first eviction, hire a lawyer and pay attention.
Make the case about their failure to pay rent. Do Not mention the gas. If you don't bring it up, they can't bring it up either.

not every state requires a 3 day notice. if the state requires a 5, 7, or 10 day notice, the landlord will have to start over.

The exact process if different by state.
Also...that is nonsense. The defendant can bring up ANY issue they think will help their case. Gas, confusion over who did what, confusion over who was supposed to do what. Etc
