This is in CA Tried delivering 3 day notice but tenant not collecting certified mail and not opening door.

Post 3 or 7 day pay or quit on door, send regular mail, and certify mail. Do not accept any rent after the given day on the notice. File for eviction. Go to court showing proof that you sent notice to T and get the court order to regain property. Meet with sheriff and move any personal property of the T to the curb and change the locks.
Just because the T buries their head in that sand. Don't mean that the laws don't apply to them.

Save the mail that the post office returns. Just because they decided not to accept the notice doesn't mean you didn't give it. A judge will open it in court and deal with the T. They are usually inclined to side with the landlord when the T acts to subvert the lease by not accepting certified mail.
