Hi,
I am in Bay area in CA. There are big storms now and in coming few days. I just get a message from Tenant with photo that water are coming into the garage. They are asking for help. The rain is still on going and will continue for the next few days. What should I do? And what are the responsibility for landlord? Thank you very much!

your tenant has alerted you to potential damage from storm water. you should at least get off your duff and check it out to be sure no dangerous condition exist. gee?

Find out where you can get sandbags to help with the flooding. You could also get a sump pump and send the water down a sink but it looks like there is another storm front coming in. NorCal is being particularly hard hit. Have you homeowner's or flood insurance? Have you been declared and under FEMA yet?

I would go myself or send someone you trust with sand bags or plywood to try and protect any further damage. The T has no obligation other than giving you notice of the problem. You could also advise the T to seek a safe area if they deem the flood waters to be a danger to there life.

My tenants have reported to me that my property is being damaged by natural causes outside of their control!

What to do...what to do...
