Yes. Great clause.

Whatever fuel is left, does not have to be re-imbursed.

I've had tenants leave an empty oil tank and scream and yell that we didn't reimburse the 1 or 2 gallons of sludge in the bottom of the tank.

We recommend to them not to leave much fuel when they leave because our office does NOT reimburse for fuel.

We charge the tenants for the fuel when they move in but do not reimburse.

This is a business.
If the tenants do not agree, they can negotiate that part of the agreement.
