Pretty much anywhere in the country, you can post a 24 hour notice on a tenants door, that you are going to enter the place to check on/do something. Just state a date, time, and reason for going in, and then follow through. In your case, maybe the T had a pet there that died, or food is rotting in the refrig. Hopefully, its not a GAS smell, as that would be a MAJOR problem. In my opinion, with several close-by tenants complaining about the smell, I would consider that enough of an "emergency", that I would take a close friend or relative, and go over there today, and knock and enter the place to locate the smell. You have to go over there anyhow to post your 24 hr notice. Smell around the door to see if you can smell anything, and then make your decision to enter then, or wait the 24 hrs.

A landlord has no business bringing a non-employee into someone else's home. The landlord can check this out on his own.

    There are times when it's in a LLs best interest to bring a WITNESS with them when entering a person's home, especially in this instance, when the LL already knows the T will not be there, AND already knows there may be something wrong in the unit. The vast majority of the LLs in this country are smaller LLs who do not have "employees", or a management company to fall back on. To me, this is just using common sense, to take someone with you. Maybe I should have said "spouse", as the spouse would also be the owner of the property.
