I myself landlord and rented out my property in CA and relocated to NJ due to job. I handed over the Key to him and he told me that he would return the money asap. I understand some of you doubting the tenant. But in my case the house is cleaned properly, keys handed over personally, he agreed to me that everything is in good shape and confirmed that he would return the money soon. He has all my contact info.

However this guy seems to be behaving very hard now and he must have some personal issues. He is not picking up the phone etc. Anyway I am planning to file a police complaint and then go to the court with recorded police complaint.

Cops won't do anything as it's a civil matter.

Unfortunately, Peter, I think you are going to find out that the police cannot help you. This is a civil matter, not a criminal matter. They will probably tell you to go contact a lawyer for help.

Make a police report and talk to your local District Attorneys Office. Some will bring charges for thief and/or conversion of the security deposit against the landlord. Many landlords fail to realize they can be criminally charged. Remember the security deposit belongs to you until the landlord goes through the court system and gets a judgement.
