Since tenant did not proactively report issues, which could have caused the issue to worsen (at least in case of condensation), I am wondering if tenant is liable? any reference material or pointers would be much appreciated.

Online research shows that landlords who try to use dumb excuses to charge tenants security deposit, wind up paying through the nose for such stupidity.

Why did you not do inspections of the property and check for potential issues?

I truly believe you are over reaching with your thinking. Move on.
