Good question. I'll start asking them. And sometimes it's two adjoining units, which makes it harder to determine who did it.

The plumbers should be reporting back to you what is stopping the drain. If they are not, you need to find a new plumber. If the stoppage is due to roots or a cracked pipe issue. Then you need to have that located and repaired on your dime.
