I really believe those "gut feels" are not to be ignored.
That being said....you could easily run afoul of various anti-discrimination laws. I would tell her she is rejected because of the backruptcy and be done with it.
Putting her off is really being fair to her. Do not lead her on. Look for another and let this one go.

In Oregon as many other states, the landlord is required to have prior written criteria for renting and give each applicant a copy of that criteria. If rejecting for a bankruptcy, the landlord should have reasonable time frames listed in the criteria for bankruptcy, otherwise the landlord is violating the application process and acting without good faith, both against the law and which can cost the landlord time and much money!
