Is the garage on a separate meter from the house or apartment, but is in your name? You need to get electric records going back 1 year, to be able to show your tenants what they have been using for electricity, and what the usage is now. Then meet with them personally, and see what you can come up with for a compromise. They probably will be as surprised as you are, at the difference. If the garage has it's own meter, the best compromise would be for the tenants to put that meter in their name asap.

It was stated that "My long term tenants bought a new electric car last month". So why would you suggest the landlord go back a full year?

As far as its known, the car charging may not be the reason for the higher electrical usage. So why do you ALWAYS jump the gun without getting all the facts first?
