Tenants are not required to ASK for their security deposit back. However, the landlord is required to GIVE it back. Unless there were damages that are legally allowed to be deducted from the deposit. In which case, this must be properly documented and sent to the tenants.
Of course what you did was wrong and illegal.

According to google search, some states require the tenants to be proactive in getting their deposit back. If they make no effort in 6 months then the deposit becomes yours. So it's not so black and white like you make it sound.

In Oklahoma, the tenant has to request to have their deposit returned.
