you are correct. check his old lease for language to that effect. presumably he filed a forwarding with the post office. you should have received ALL keys when he vacated, including the mail box key (if there was one).

it is understandable that he might be concerned and/or that he was expecting something important that has not arrived / forwarded. you might want to ask him about that specifically,....along lines of ''you'll try to look out for that'' you don't really know him well enough to form an opinion as to whether he's a snoop or a problem. the fact he moved out without problem seems to indicate he's OK,....probably innocently just looking out for mail. if he's pilfering current tenants mail, that's another story and a severe crime.
