In nowhere I read the landlord is asking if he needs to fix the ac or not, he's inquiring if by law there's a deadline. If you can read English, he fixed the ac unit, that's a past tense sentence. It means, it's a completed action. What appears is that the tenant is trying to take advantage of the situation. If you do not understand English, then please don't waste other people's time by just trying to attack/accuse someone with false statements.
