residents rights vs. a association president

As a landlord of a condo rental: We have a tyrant for our condo association president. He has been causing trouble with many of the residents and imposing fines and just not good for community harmony.
It has been brought to my attention through various neighbors that he is using our monthly assoc dues/ funds to make improvements on his own condo and seems to be paying himself and the treasurer a monthly salary. We know this because we see questionable amounts on the check register statement which the prop mgmt company has supplied us with.
What rights do we have as residents do we have to stop him from stealing??? other than trying to vote him out?

You may perhaps take the check register statements to your local District Attorney's Office and see what they think or hire a lawyer to represent yourself and others that feel criminal acts are occurring with the Condo Association President or Board.

Do you have a copy of the By-Laws? You should have received a copy when you purchased the condo. I believe most have provisions specifically prohibiting any board members from being compensated by the association for their service as a board member. It should be on a voluntary basis. It might also say something to the effect that association funds are only to pay for common area repairs and upgrades.
You could take the By-Laws and any evidence you have to a local lawyer and get their opinion on the matter. Most lawyers will review the documents and give you an opinion for free.
This sounds like a messy situation and you might have a hard time proving anything unless the check register left an obvious trail of violations.
My advice would be to organize a group of owners and vote these people off the board ASAP. Get on the board yourself. It's the only way to be certain you can protect your investment.

He is so Draconian that I'm embarrassed when I run into people at the grocery store. He was voted in as president because he REALLY wanted to help. What he really wanted to do is boss people around.
The latest cookoolouie rules he put into place: *The president can call a quorum---so if he calls a meeting and there isn't a 5-person quorum, he can say two people are enough *Long-standing rule that the exterior paint colors have to be one of eight on a list of "Southwest" colors. He changed the wording so that now any interior rooms with windows opening onto the street must ALSO be painted in one of those colors. For continuity. *Trashcans can only be curbside for nine hours. He drives around and puts a timestamp on them and will ticket those miscreants who put them out at night and then takes them in after work.
