3 day pay or vacate

I have a tenant that has only paid partial rent for the month of July, and I want to serve a 3-day pay or vacate to her. Can my 26 year old daughter serve the paperwork or do I have to as the landlord? Also, does the person serving the notice needed a witness to be present?

In CA, I can "nail & mail" and use package tape to stick the notice to the front door and front window. Take photos with your phone. Put a copy in their mailbox. Take a photo with your phone. Mail a copy RRR. On the morning of the 4th day, go to courthouse and file an unlawful detainer. A process server (not you) needs to serve the UD THAT DAY. The tenant has ten calendar days to file an answer. If they don't, you can fast tract the eviction. But usually the tenant will file at the last minute on the last day, just to jerk your chain.

In NY and FL the person doing the service will then go to the court house and with the clerk of the court swear out a certificate of service. Meaning, fill out the form and sign it before a notary..then file with the clerk.
