I am the OP. Thank you for your feedback. Would it be appropriate to have the daughter fill out a separate application and charge the standard application fee? I could credit that fee back to them against their required move in funds if they decide to rent.

No, it would not be appropriate. You are not going to be going after a college student if her parents fail to pay the rent. She is going to be an occupant, same as a minor child, elderly parent, or anyone else who would not be financially responsible for the rent.
