This is YOUR problem, 100% ! It is NOT your new tenants problem. When you rented the property, you rented them EVERYTHING inside the 4 corners of your property, and they should be able to use ALL of it. YOU should have taken care of this problem before you rented to new Ts. If they cannot use that part of the property, they actually can inform you, in writing, that they will be paying you a REDUCED amount of rent,(say $50/month) for a reduction in their rented space. If the next door property is a rental, you should NICELY go talk to the Ts next door about the problem, and try to resolve it quietly. If that doesn't work, you will need to find out who owns that property, and get in contact with that landlord, to try to resolve it. DO NOT tow the car, until you have talked to an attorney about it. You could also inform your city about the expired tags, and see what they can do to help you. Just remember. their will probably some unseen retaliation from the other Ts once the car is off your property.
