Just have the car towed away. The neighbor will get over it.
I bought a property that the neighbor informed me he replaced the wooden fence. The property I bought already had a fence so when this neighbor installed the new fence he just pulled the old 4x4 and re-installed with new fence. He was a long time renter and not the owner, but claimed it was his fence on my property. I asked him to sign off on the fence being my property as it was inside my property line. He refused my offer. A few weeks later I pulled up his fence and set in poles for a chain link fence. He barked a few times at me but he eventually re set his fence back up on his property line. Six months later the landlord kicked him out. LOL I still never finished putting up the chain link on that side.

It sounds like the neighbor that is parking the car is actually not the owner of the property. Yes you could send the "neighbor tenant" a rental agreement as a previous poster suggested with high rent.

I would suggest you send a notice to the actual property owner that his "tenant" is parking on "your" property and that you have sent a rental agreement to his tenant if his tenant wishes to rent that parking area. What can happen if you don't assert your right that this is your property is that it may end up being the neighbors property by (I think it's called) adverse persession (sp)

    On big trees growing on both sides of fence--a similar tale--I wrote a letter to next-door property owner inquiring about how to resolve tree encroachment nicely. I suggested they cut and pay for their half, I cut and pay for both halves, and a request for the owner's suggestions/permissions. Result. They didn't talk to me but they had a tree trimming company cut it way back. Then, I had my tree guy cut my side way back. I was hoping for their okay for me to pay it all and cut out the roots, stump, and whole thing. Maybe in a few years.
