So what is the depreciated value of the wallpaper. You cannot claim full value to replace, but must depreciate the cost of the old wallpaper if it has any value at all.

What is your basis for excessive nail holes? How do you prove excessive holes? What point does an amount of nail holes become excessive?

Under the circumstances, you are better off to return the full security deposit. Trying to get a few dollars from a tenant who was forced to move out would not look good in front of a judge.

the cost of the wallpaper itself is minimal. the labor to remove all the "gunk" under it and all the little "scraps" and then the labor to rehang paper is quite a bit. Tenant would need to pay entire cost ... if they didn't like it, they would be welcomed to sue me and let a judge decide if they can randomly pull wall paper down with no consequences.

Where I live, which isn't California, the tenant would be tossed out of the court room so fast by the magistrate they wouldn't know what happened to them.

what if they took down the spindles on the stairs? do those get decpreciated too? wall paper is part of the building.

    I don't know how a judge would respond. It is a lot of work so I can see charging. On the other hand, I wonder why you would want to repaper in a kitchen or any place else in a rental. Wallpaper is so personal. In purchasing a new home, I have never seen wallpaper chosen by prior owner that I liked. I would just take it down and repaint and it would be much easier to clean the kitchen in the future also.

      Doris, I basically agree about wallpaper ... although I happen to personally love it.

      But the question isn't what is "best" in a rental unit ... it's that the tenant created A LOT of work for the landlord that, I'd guess since he is asking about this, the landlord might not have been counting on.

      it takes a lot of time and effort to prepare a wall for papering. it takes more time and effort to get those walls in shape for painting. Tenant doesn't get to decide when landlord must take care of wall surfaces.
