But sometimes it is the tenants willingness to pay not so much ability combined with a pattern of skipping out when they move

You have legal recourse for evicting non-paying tenants and obtaining judgments for money owed *without* resorting to "making people think twice about skipping out if it would tarnish their children."

Who are you actually trying to prove a point to if this were to happen? That offspring above the age of majority who are still dependent on their parents, most likely in high school or college, and unable to support themselves are responsible for the poor decisions of their parents? What a wonderful lesson to be taught.
