Could you please name something that a person would pay the whole amount of an estimate to repair something, upfront ? Roofs, furnaces, water heaters, appliances, air conditioners, cars, and work done by electricians, plumbers, carpenters, carpet cleaners, painters, mechanics, etc., all give someone estimates, but do not expect anyone to pay their bills till after the job is done.
Even the LL/T laws in all the states say you must repair the damage done by tenants first, before showing bills and receipts that you are deducting out of a tenants deposit. I realize that sometimes a company may want a person to put down a 10%-%20 down payment on a large project, but not the full estimated amount before a project is even started.
And I doubt if a judge would evict someone based on a tenant not willing to pay for fixing damages they caused, before the damages were repaired, and the security deposit was used up.
