What you are looking for is either a "Sight unseen wavier" or "sight unseen agreement" that the absent tenant can sign. I've included two examples that you can click on to help you word your own;

sight_unseen_agreement
early-approval-waiver

You can also have the two tenants who are present to provide live video (by cell phone) to the absent tenant too.

    Thank you so much for these samples! I did get a statement from the third roommate regarding her absence, but these forms are great.
