Take a look at your current lease.

I hope you already have verbiage that says the tenants are responsible to pay any and all fines from the city that were the result of tenants behavior

That is sufficient.

Send the letter. Explain the new city imposed rules. (Emphasized...city imposed rules).

That is all u need, until there is a problem
