I would lean toward ending the lease. And when the T are out. I would upgrade all electrical issues and any other repairs. I would hire a licensed electrician or plumber if there are any plumbing issues. Not your handyman brother. Do credit and background checks on future T before renting to them.

Hi,
Thank you for the replying! I am wondering how to terminate the lease for this case? Shall I fix the all issues reported by him completely before ending the lease? He currently only request to fix panel issue. If fix all issues, the tenant can not live inside, do I have to cover his cost during the fixing? When can I issue a termination letter?
Also he asked compensation for the suffering of 3 months not able to fixing electricity till his electrician fixing it. I proposed to him that I agree to compensate for the inconvenience he requested. But I said no further fix, I give him flexibility to move out in any day of next 3 months, but no later than 3 months. But he doesn't want to move out, and threatening me to consult legal for reporting the violation of code to city enforcement department. He said I kick him out because of he brought fixing that I do not want to fix, which he will consult attorney for it.
BTW, he said the illegal things I have: 1. No mailing address in the original lease agreement. -- I will email to him right now. 2. Visit house without notifying him -- which is not true. I visited house with his girl friend accompony after confirmation with his roommate girl friend when she brought up the electric issue. 3. Not fix electric issue promptly and letting them suffer for 3 months. 4. Kick him out when he request fix because I do not want to fix.
Where do I stand if terminate with him?
If I don't want to get into trouble with him, am I OK to fix the panel without rewiring, which is what he wanted? Shall I fix it and compensate what he asked and sign waive of any further compensation regarding it? Also he has inspected all the house and understand the condition ( including not up to date construction code), agree no further request of fixing if no impact of function? Then terminate the lease after 6 months...

wow. you have quite a mess there. seems you rented a property in substandard condition, not ready for new tenancy to a tenant who knows construction,and the codes and laws, without a proper lease to protect you against him running a catering business (refrigerators) and allowed him to do alterations.
I would say you're best to sit down with him and invoke the ''happiness clause'' and negotiate to pay him some money to ''go away''. This is not going to get better. the longer he's there,.....the more it's going to cost you.
