Do you have anything that informed your applicant that you run a credit report as part of the processing of the application? If so, refer him to it. If you do not have a rental criteria notice, I suggest you create one and give it out with future applications. It is important that you have something in writing from the application that says you have permission to check credit as well as other information.
Either way, apologize to the applicant and say that you are sorry that it was not communicated more effectively as to the inquiries that would be made to process the application. Also tell him that you looked into having the check removed from the report, but it is beyond your control to do anything there.
Also, if credit reports cost money, you would be better off not accepting future applications if they do not pay the fee. The fee payment shows you that they are serious about renting the unit.
