So basically you have ran the applicants credit report without any payment. The applicant changed his mind and did not pay the fee. You should never had ran anyone's credit report without full payment in advance. Just because he signed authorizing to run it, the fact that no payment was made, means the authorization was incomplete and no action should have been taken.
