Thanks so much for all of your responses. I just got confirmation that it was a hole in the neighbors gas pipe NOT the foundation. It was from the backfill dirt they used, there were big chunks of concrete in the pipe. The pipe had a big dent in it and some rust which caused the dent. I notified the tenants of this and they have still requested a conference type call tonight in about an hour. Do I need to do or offer a gas leak test?

You still have the shifting foundation issue. Why don't you be up front and let them know what has been found and what has been done or will be done. That way, everyone can at least get some sleep without worrying the place might blow up. Dodging the tenants questions and leaving them wondering is bad for your landlord tenant relationship and reflects badly on the type of landlord you are. Just be up front and explain everything that's happening and what will be done!
