I agree with anonymous that an energy audit be done by a company that specializes in doing them. They will use state of the art devices such as info-red and blower door testing to see just where you need to apply a fix. You might have a lot of small areas that need attention that add up to being like a large hole that lets heat out. Many utility companies offer rebates for energy improvements, so check that out.
