This falls under contract law. Your tenant rented under the impression that the landlord would maintain the rental property. Telling the tenant to replace them at their cost, you changed the terms of the lease as to the maintenance of the blinds. You have no recourse if the tenant removes the blinds, as your old blinds have no value left. You would have to show you were damaged in order to claim from the security deposit. If the tenant has an attorney, then the cost of loosing in court could be in the thousands compared to the cost of blinds. Do you really want to risk that?
